One of the priority objectives set forth in Organic Law 6/2001, dated 21 December, on universities (LOU), in striving for Excellence is that of improving the teaching and research quality of the university lecturers. One of the most important developments in the LOU in this sense was the introduction of external evaluation mechanisms designed to provide independent evaluations, with objective and transparent criteria, of the lecturers' activity in each phase of their career.

On the one hand, it strives to guarantee a more objective, transparent system in the selection of new lecturers, based on merit and ability, requiring an evaluation prior to selection by the universities, with different forms of contracts.

On the other hand, for the lecturers in a stable working situation, activity incentives have been introduced: teaching, research and management, which also require an evaluation of their curricula.

The assumption of authority in the Autonomous Community of Galicia to evaluate this research, teaching and management activity for the university lecturers by the ACSUG, through additional provision twenty-seven of Galician Parliament Law 3/2002, dated 29 April, on the measures in the tax and administrative scheme, was the starting point for the professor evaluation programmes, currently carried out by the ACSUG, which are:


1- Evaluation and reporting procedure prior to hiring university lecturers.
2- Evaluation procedure for the assignment of additional compensation linked to individual teaching, research and management merits for tenured university lecturers and temporary lecturers.
