The importance of postgraduate education in the EHEA requires the creation of a procedural framework to enable the Galician universities, within the scope of their autonomy and as flexibly as possible, to define the organisation, structure and content of the Official Postgraduate Programmes (POPs in Galician) that they wish to implement.
The ACSUG is responsible for creating the mechanisms for the subsequent approval or authorisation of a diploma, its evaluation and, finally, its accreditation. This processes differ depending on the moment in which they are carried out; if they are done prior to the implementation of the diploma, it is a case of authorisation; if they are done afterwards, once the education is completely implemented, it is a case of accreditation, suspension or revocation of the diploma authorisation.
The evaluation form for the new POPs was created based on the common criteria agreed to by the Spanish Network of University Quality Agencies (REACU) in order to co-ordinate and establish common standards to facilitate the exercise of the evaluation functions entrusted to it by each autonomous community.
The REACU agreement covers two large content blocks:
  • Legal requirements and viability of the proposal, which includes the different aspects that the education administration in the Autonomous Community must have analysed to determine whether the proposal is appropriate according to the established legal regulations and that the authorisation is justified in the context of the regional planning.
  • Relevance and academic planning, whose content covers the aspects that are exclusively academic and assessed by the Quality Agencies. This block includes the Annual Academic Report from each of the diplomas proposed within a programme. The ACSUG form depends on the applicable legislation on the current structure of the POPs, they may include one or more Master's and/or Doctorate degrees and the proposal must respect flexibility and diversity, as well as the possibility of their interuniversity character; it includes the points that must be developed by the universities in their application for approval of the POPs and which must be in keeping with the subsequent accreditation process that they must submit to.
