SUPPLEMENTAL COMPENSATION IN RECOGNITION OF EXCELLENT TEACHING AND RESEARCH EMPLOYMENT BACKGROUND
1. I ntended recipients:
According to Article 1 of Decree 55/2004, March 4, and the Order dated October 16, 2006, OFFICIAL or TEMPORARY PROFESSORS on the teaching and research staff of the public universities of the university system of Galicia (USG) may request this supplement.
2. Requirements:
- Be a part of the teaching staff of the USG.
- Have a fixed and stable position , having passed the corresponding competitive examination process established by law.
- Show proof of at least a year of service in the position . (This must be computed taking into consideration the date established in each invitation for applications).
- Have recognition of six years of research and two five-year periods of teaching, taking into consideration the date established in each invitation for applications
3. Evaluation characteristics:
3.1.
Elements of the evaluation:
In each invitation for applications of this type of supplement, we must distinguish two types of evaluation:
Basic evaluation : It is composed of the five-year and six-year periods that the applicant can justify, granting maximum points of 9 increments/points of consolidable nature .
Additional evaluation: It is composed of those merits that the applicant can present to justify his or her professional progress in the area of teaching and research, being able to contribute for each of them a total of 6 merits. The maximum points that can be obtained in this evaluation is 2.5 increments/points for each area.
Within the area of research, two sections are differentiated: that of research and that of transference and dissemination of knowledge. The presentation of the merits in this area is conditioned by these two sections, not being able to present more than four merits in each of them.
* For the evaluation of the merits, their “quality” is considered. In each invitation for applications, the corresponding report of merits and points shall be stipulated.

A pplicants will not enter the evaluation process if they do not meet the minimum requirements demanded (2 five-year periods and 1 six-year period) stipulated as a basis for the invitation for applications to obtain these supplements. However, they may request them again in the following invitation for applications.

- The maximum points that may be obtained for these supplements will be the result of the sum of the basic and additional evaluation, that is, 14 increments/points.
3.2
Evaluation period
First request
The entirety of the five-year and six-year periods of the applicant will be evaluated as well as the additional merits selected for the same and corresponding to the period of five years established in the invitation for applications.
Subsequent requests
According to the regulations in effect, 5 years after having presented the request, the applicant must submit the teaching and research activity developed in this period to a new evaluation process.
As an exception, an evaluation may take place after 3 years, when additional five-year teaching periods and/or six-year research periods were obtained (basic evaluation). This will involve a new evaluation of his or her professional progress in the last five years (additional evaluation).
Formalization of the request:
To request the supplement, a link is available that will allow you to have access to the application and complete the pertinent request ( appendix III ). The report of merits presented also will be completed ( appendix IV ). Once these appendices are completed by teleprocessing, they must be printed and signed. They may be presented in any registry listed in the Article 38.4 of the law 30/1992 dated November 26, (it includes our registry, the registries of the public administration, regional government office, post offices by “open envelope,” etc.) and also in the registries of any of the universities of the USG.

The rest of the documentation that must be presented (on paper or by teleprocessing) is the following:
National I.D. or equivalent accreditation document of the identity of the applicant.
Complete Curriculum Vitae in any of the normalized formats. (ANEP, general management R&D, etc).
Documentation accrediting the merits.

According to Article 3º of the order dated October 16, 2006 and amended by the order of October 22, 2007, the amount that is established for each increment of this supplement is 450 euros per year.
It must be kept in mind that the payment is by increments, and each increment is equivalent to one point. The evaluations for the effect of payment are computed by whole numbers. However values equal or greater than 0.75 will be considered as one point.

For the effect of consolidation of the increments the points considered will be those obtained only in the basic evaluation.
Special cases:
Maternity and paternity: as an exception, the applicants who during the period that is considered in the evaluation, benefited from maternity or paternity leave, may incorporate merits obtained in a time period identical to that of the leave. This time period must always be immediately prior to the evaluation period.
Example : If the evaluation period stipulated in the invitation for applications is January 1, 2002 to December 31, 2006 and the applicant was on maternity or paternity leave during 3 months in 2003, the evaluation period is considered from October 1, 2001 to December 31, 2006.

It is vital to properly show proof that this leave was taken, at the time of the request.
Special services: if the teaching and research staff, on completing all the requirements to obtain this supplement, are in a special services situation, they may also present a request for the evaluation, but the economic effects resulting from it will begin when they start work in that position.
